on my Debian (and IIRC on all Debian), if you configure your network
card in /etc/network/inferfaces, it is configured automatically before
the PCMCIA services. So even inverting numbers doesn't solve the
problem. If this is a general behaviour, the problem is still there.
You can try to use the 'ifplugd' (read the FAQ and the manual at
http://0pointer.de/lennart/projects/ifplugd/): you can start it after
the PCMCIA services and in this way your network card will be correctly
configured.
