[hcflinux] Modem Busy?

Hi,
I have a RockWell International HCF 56k modem(as reported by /proc/pci)
the device id is  127A:1025

I've tried both the HCF and HSF tarball installs of the latest release.
Both kppp and wvdial give the same result as follows,

with HCF, "Sorry, modem is busy"

with HSF, i get a NO DIALTONE (it however connects in WinXP)
if i use ATX3, it still does not dial.
If i listen to the line using a handset, the dialtone remains.
also tried the "AT S7=45 S0=0 L1 V1 X4 &c1 E1 Q0" string  with no 
change in results.

I am doing all this on Redhat 8.0
Please help!
