Hi,
this can be related to the country parameters. If your modem works under
Windows, then you can try importing the values of the FLAGS and RELAYS from
the modem's INF file under Windows to the modem's country INF file under
Linux (/etc/hcfpci/current.cty). Note that this file gets overwritten when
you configure the modem with hcfpciconfig.
Please let us know about your results.

I'm trying to set up RH 9 to dial my isp using my hcf/riptide modem.
I have successfully installed the drivers via the rpms and the riptide
driver as well (job well done - it was really easy to install, thanks!).
The ISP has been set up via network settings but when I acually dial the
number, the dialtone continues even though I can hear the modem's
dialtones for the ISP's number. Consequently, the line times out and
never gets through to the ISP. Obvously the carrier is not detecting the
number being dialled.
Are there any suggestions for getting around this? I am using an
australian carrier if that makes any difference.
