Hi,
You should not have to create the device manually. The reason it is sometime
missing is because of DEVFS, which is used on most Mandrake 9+ systems. With
DEVFS, device nodes only appear while the modules are loaded in memory.
Basically, if /dev/ttySHCF0 and /dev/modem are missing, you just need to run
"modprobe hcfpciserial" and they will appear. Also, trying to access the
device (eg. with minicom) is supposed to make the kernel load the modules
automatically.
This is already mentionned in the FAQ, but thank you for the suggestion.

Yep, you may have to create it.
This query has been raised on this mailing list before, have a look at:
http://www.linuxant.com/pipermail/hcflinux/2003q2/000757.html
Question to webmaster/developers: Is it possible to put this in the FAQ
on the website & as part of the distribution package? This question has
asked enough times to be considered a "frequently asked question."
