[hcflinux] FAX support in free HCF driver

Hi,

advanced features, such as FAX support, are only enabled when a valid 
license is installed. When using the driver in the "free" mode (i.e. 
without a valid license installed), the driver is basically limited to 
do data connections up to 14.4kbps.
