[hcflinux] Free package

Hi,

the HCF PCI driver can be downloaded at:

http://www.linuxant.com/drivers/hcf/downloads-license.php

Without a license installed, the speed of the driver will be limited to 
14.4 kbps and advanced functionalities of the driver will be disabled. 
Licenses can be purchased on our Web Store:

https://www.linuxant.com/store

With a valid license added to the driver, the speed limit will be 
removed and the full functionality of the driver will be available.
