&D3 isn't possible. The other values are standard when you send a reset
(atz).

Possible values for &D are 0, 1 and 2.

Marc says that the modem command reference manual, from which I got the
above, 100498D_RM_HxF_Released.pdf, isn't included with the standard
binaries any more. It is included in the .tar.gz, however. It's also
downloadable from http://www.mbsi.ca/cnxtlindrv/hsf/downloads.html

Why not have a look at it and find out what you want your &D command to
do? It's for DTR behavior, the standard is 2, and I'd have thought that
was what you wanted on initilization. Unfortunately I don't gnow much
about the ?gettys, since I'm a System V man by origin, but perhaps I
should find out :-)
