Hi,

both HylaFax:

http://www.hylafax.org/

and efax:

http://www.cce.com/efax/

are officially supported by the HSF modem driver. Since these softwares 
are quite common, it is also possible that they are available as 
pre-compiled (RPM packages) for Red Hat Linux 9.
