Hi,
that is a bit strange. Did you test many times with the same file and at the
same time of day?
Some files can be compressed easily which allow the modem to download much
faster. You can even get up to around 10 k/s with text files. This is why
it's important to test with the same file.
Also make sure that your download is always coming from the same source. If
you go thru a web site, you may not download from the same server all the
time and you might not know about it.

I have hcf 14F1:1085 modem and I the latest precompiled driver for specific
kernels on both Redhat 9 and Mandrake 9.1, for some reason Redhat 9 the
driver gives download speeds of about 5.5K/s to 6K/s but on Mandrake its
only about 3.5 to 4K/s. Whats so different? both driver versions are the
same, both use kppp same settings and same isp (they are the same computer i
reformatted and installed).
