[hcflinux] UK Caller ID and the HCF 06834-12

Hello,

If your UK phone has caller ID barring, so that the caller id cannot be
found out by dialling 1471, you have to place 1470 in front of the ISP phone
number that you are dialling.

I do not have call barring but have come across the effect where the
connection is dropped when I connect to my ISP's umnetered number. My
dialler (kppp) simply redials a second time and then the call stays up.
