[hsflinux] Strange dial-in problem

I'm seeing a curious problem with the HSF driver not picking up the
phone for incoming calls.
We have three notionally identical Dell Precision 360 machines which
we've loaded with identical software. The machines have a Conexant HSF
device:
Communication controller: PCI device 14f1:2702 (Conexant) (rev 1).
and each has the driver, built from tarball:
Conexant HSF softmodem driver, version 6.03.00lnxt03091800full
All machines are running Red Hat 7.3 with the 2.4.20-20.7 SMP kernel and
mgetty 1.1.30-0.7.
The modems seem to be working happily, except for dial-in. In all cases
when the phone rings mgetty sees the 'RING' and issues 'ATA' to pick up
the phone, but nothing happens: the phone continues to ring.
On two of the machines if the incoming call is left to ring for long
enough the mgetty restarts and immediately picks up the call. Thereafter
all incoming calls are answered after the first ring. On the third machine
incoming calls are never answered.
